APEC SME Business Ethics for the Construction-Engineering Sector: Building A Strong Future for SMEs 

The project will fund a two-day ethics compliance workshop in Hanoi, Viet Nam in August 2018. At this workshop, a newly formed Construction-Engineering Implementation Team, comprised of experienced engineers and construction compliance experts from APEC economies, will formulate a set of recommendations to increase SME participation in infrastructure projects across the APEC region. The Implementation Team will: 1) identify relevant APEC Working Groups to expand expertise and the knowledge base on issues such as customs, procurement and human resource management , 2) review and select high-standard training models to educate future generations of civil service professionals, 3) define a common set of APEC-wide Principles and Guidelines for an Anti-Corruption Certification program with potential incentive mechanisms for SMEs, and improve government processes - such as greater automation of regulatory practices to enhance efficiency, transparency and opportunities for small construction & engineering firms  who are the primary bidders, major suppliers and sub-contractors on large and small-scale projects across the APEC region.

2017 APEC Digital Economy and E-Commerce Forum: Fostering E-Commerce to MSMEs Access to Regional and Global Markets

Digital economy and E-commerce are opening great opportunities to MSMEs, including startups and women entrepreneurs, to connect to global value chains, allowing access to regional and global markets. However, the challenge for MSMEs is to improve their capabilities, and incorporate new strategies, skills and technologies to take advantages of these opportunities.

Promoting IT Adoption in MSMEs - Setting Up APEC SME Center for IT Promotion

Digital economy plays an important role in enhancing MSME access to the global market and driving innovation. However, it remains challenging for MSMEs to embrace the digital economy. In 1996, the Information Technology Agreement was endorsed by the APEC leaders which were later adopted by World Trade Organization. In 2014, APEC leaders endorsed the APEC initiative of Cooperation to Promote the Internet Economy to further promote cooperation in the digital economy and proposed actions plan to bridge the digital gap. Also in 2014, "Welcome China to explore the possibility of setting up an "APEC SME Center for IT Promotion" was endorsed during the 21st APEC Small and Medium Enterprises Ministerial Meeting.

This initiative is envisaged as a contribution to the MSMEs Marketplace established under the Iloilo Initiative. It also addresses Leader's instructions to implement the Boracay Action Agenda (BBA), and facilitate SMEs access to regional and global markets. Particularly, this initiative will achieve the Common Goals towards 2020 outlined in the BAA, where the indicators include case studies of MSMEs participation in international markets and global value chains, and the increase in internationalization activities. In addition, this compendium will add value to the existing work programme under work stream 5 of the APEC Strategic Blueprint on Global Value Chains on Assisting SMEs to Benefit from GVCs.

Supporting Women-Led SMEs Access Global Markets by Implementing Gender-Responsive Trade Promotion Policies and Programs

Building on the outcomes of an SMEWG endorsed (and PPWE supported) multilateral workshop conducted in Manila (November 2014) and follow-up in-country visits to Chile, Indonesia, the Philippines, PNG and Vietnam (March-May 2015), this capacity building program aims to provide technical training to five economies' trade promotion agency officials, who are responsible for fostering greater export of goods and services. The program commences with a roundtable aiming to help officials identify barriers in their organisations to women accessing their services as well as considering specific actions and training to better support the needs of women-led/owned/managed SMEs. The roundtable will take place in Kuala Lumpur, Malaysia on 9-10 June 2016. A key roundtable outcome will be designing core objectives for follow-up tailor made bilateral workshops based on actual development needs of each economy. The bilateral workshops are planned for at least Peru (August 2016), Vietnam (December 2017) and PNG (by mid-2017). This work also furthers PPWE priorities.

It also enables internet companies stop worrying about the IT support and the operation requirement of user peak value within cross-border business. In addition, the Cloud computing allows manufacturing, retailing and service companies no longer anxious about the stability, safety and sustainability of working systems.

Enhance Micro, Small and Medium Enterprises' (MSMEs) Capacity for Inclusive Development by Cross-Border E-Commerce Adoption 

MSMEs are the foundation of almost APEC ecocomies. In APEC region, they make up over 97% of all enterprises and generate more than 70% of all jobs. However, the participation of MSMEs in global trade is not commensurate with the great share of this sector yet. Whereas, the latest RTAs in APEC is predicted to bring out many effect to the MSMEs. Therefore, the core goal of this project is to expand the internationalization opportunities for MSMEs through cross-border e-commerce and the influences of TPP on the APEC's development.

In response to the APEC Leaders' and Ministers' priority to foster micro, small and medium enterprises' participation in regional and global markets, Viet Nam would like to propose to hold the 2 day APEC Workshop on Promoting Innovation for Startups in Viet Nam in 2017. The Workshop is aimed at: (i) Gaining an understanding of the innovation of startups in the region, opportunities, challenges, potentials; (ii) Identifying challenges facing startups while pursuing innovation; (iii) Sharing experiences and best practices in facilitating innovation for startups from the perspectives of the public and private sectors, and international organizations as well as research institutions; etc., and (iv) Making recommendations to APEC to support innovation for startups.

APEC Forum: Promoting Stakeholder’s Building Capacities in Clusters and Local Economic Promotion Instruments

SMEs are key engines and sources for economic growth in APEC economies.  Therefore, business capacity building on SMEs is necessary to take advantage of opportunities to engage them into international trade flows and commercial investment contracts.  Also, it is important to foster institutional or social capital capacities for designing and implementing public policies in order to adopt a comprehensive and competitive approach within APEC economies, sharing best practices for identifying economic potentialities and projects/programs aiming the promotion of Global Value Chains, clusters, among other business schemes as significant tools for economic developing in Asia-Pacific region.
