Report on Business Ethics for APEC SMEs

The United States highlighted the achievement in developing principles for voluntary code of ethics in the medical devices, bio pharmaceutical, and construction and engineering sectors.  Details of the preparatory work for developing the principles was presented which included the cooperation of academia, industry and government under the leadership of the expert working group Co-Chairs.  The principles were endorsed at the 23rd AMM meeting and a multi-year funding proposal to help build capacity to implement the principles was also highlighted during the meeting.

Workshop to Draft Voluntary Codes of Business Ethics for the Medical Device Sector 2012

The Business Ethics Workshop was held aiming at assist APEC economies draft voluntary codes of ethics in the medical device sector. Nineteen APEC economies participated in the workshop under the first phase of the multi-year project to build business ethics capacity in SMEs.

APEC Public - Private Dialogue on Identifying and Addressing Difficulties and Challenges that Hinder SMEs from Taking Trade Benefits and Advantages of RTAs/FTAs in the Region (SME 06 2015T)

Recommendations from the Dialogue include:

Government agencies to act as facilitator; Look into new emerging SMEs, such as online business, social enterprises, services industry and tourism;Develop strategies to promote innovation and technology transfer to improve the competitiveness of SMEs; Best practices on innovation and entrepreneurship; he Internet is an important infrastructure to help SMEs do business and export. On this point, it is shared that APEC may develop a work plan to enabling the participation of SMEs in digital trade; Assess the impacts of FTAs/RTAs on agriculture.

APEC Public-Private Dialogue on Addressing Impediments for SMEs and MEs in Accessing Trade Finance

Vietnam presented on its Public-Private Dialogue on Addressing Impediments for SMEs and MEs in Accessing Trade Finance. The objectives of the Dialogue were to exchange information on impediments that SMEs and MEs encountered in accessing trade finance; to develop a set of recommendations for SMEWG to tackle practical as well as potential impediments; and to continue and follow-up good cooperation and coordination among trade finance policy-makers, regulators and SMEs/MEs from previous conferences.

APEC Seminar on Promoting SME’s Integration into Environmental Goods and Services (EGS) Global and Regional Markets 

APEC has made commitments to reduce tariff for 54 environmental goods (EG) to 5% or less by the end of 2015. It is expected that the access to EG market will be promoted in the coming time for all businesses. Since SMEs account for more than 97% of all enterprises in APEC, SMEs will gain benefits if they can get access to EG market.

APEC Train-the-Trainer Training Course for Women SME Service Exporters

Vietnam’s Train-the-Trainer Training Course for Women SME Service Exporters would take place in June 2014 in Ho Chi Minh city, Viet Nam, aiming to equip women SME service providers with knowledge, skills and techniques to improve enterprises’ competitiveness and access to the global market, to network women SME service exporters, and develop recommendations for APEC to further build up women SME service exporters’ capacity to participate in the global service chain.

APEC Workshop on Enhancing Policy Environment to Promote SMEs’ Participation in Energy Efficiency Products Market 

The two day "APEC Workshop on Enhancing Policy Environment to Promote SMEs' participation in Energy Efficiency Products Market" is expected to be organized in 2016. The Workshop aims at: (i) Gaining an overview of the current policy environment for energy efficiency products in the APEC region in general, and overview of SMEs' participation in the said market in particular, including identifying both advantages and challenges in the manufacturing and trading of energy efficiency products from the perspectives of the public and private sectors; (ii) Discussing, sharing experiences, best practices in how to facilitate the policy environment to promote SMEs' participation in energy efficiency products markets among the APEC member economies; and (iii) Making practical recommendations to APEC as a whole on how APEC can lead in promoting energy efficiency products, contributing to its long term goals of energy efficiency.

The project falls under Rank 1 (for SMES) & 2 (energy) of the APEC Funding Criteria 2016.

APEC Workshop on Promoting Innovation for Start-Up SMEs 

In response to the APEC Leaders' and Ministers' priority to foster micro, small and medium enterprises' participation in regional and global markets, Viet Nam would like to propose to hold the 2 day APEC Workshop on Promoting Innovation for Startups in Viet Nam in 2017. The Workshop is aimed at: (i) Gaining an understanding of the innovation of startups in the region, opportunities, challenges, potentials; (ii) Identifying challenges facing startups while pursuing innovation; (iii) Sharing experiences and best practices in facilitating innovation for startups from the perspectives of the public and private sectors, and international organizations as well as research institutions; etc., and (iv) Making recommendations to APEC to support innovation for startups.

APEC Workshop on Promoting SMEs’ Participation in the Food Supply Chain

In response to the APEC's priorities to promote Food Security, Supply Chain Connectivity and SMEs development, the APEC Workshop on Promoting SMEs' Participation in the Food Supply Chain is expected to be held on the 2ndquarter of 2016 in Viet Nam. The APEC Workshop on Promoting SMEs' Participation in the Food Supply Chain aims at the following objectives: (i) Identifying the impediments, challenges of APEC SMEs while participating in the regional and global food supply chain from the perspectives of both the public and private sectors; (ii) Taking SMEs' concerns/perspectives into consideration, sharing the experiences, best practices in addressing the impediments to promote SMEs' participation in the food supply chain; (iii) Providing the platforms for APEC member economies to make recommendations to APEC to promote SMEs in food supply chain; (iv) Exploring further cooperative opportunities among APEC member economies in promoting SMEs' participation in food supply chain. Overally, the Workshop is expected to contribute to advance the APEC Roadmap on Food Security.

APEC Workshop on Renewable Energy Potentials for Small and Medium Enterprises (SMEs)

Given the increasing concerns of global warming, environmental pollution, energy security and international industrial competitiveness, it is essential to consider modern sources of energy, especially renewable energy, for SMEs. This project, therefore, seeks for finding opportunities as well as tackling challenges regarding renewable energy potentials for SMEs. Among others, the discussions may focus on renewable energy technologies and its attached policies and regulations that are applicable or have impacts on SMEs.

In response to the APEC 2016 AMM Statement that stresses "We support the initiative on SMEs' Integration into Global Value Chains in Services Industries. We welcome the sectors established so far, namely software, tourism, fashion design and logistics, and encourage economies to voluntarily lead a sector and participate in the initiative", "The APEC Workshop on SMEs' Integration into Global Value Chains in Logistics"  is expected to take place with the aims of: (i) Empowering policy makers and regional businesses with better understanding of GVCs in logistics; (ii) Making recommendations on strategies  and policies to facilitate SMEs' integration into logistics GVCs;  and (iii)Enhancing SMEs' participation in logistics GVCs.

Enhance Micro, Small and Medium Enterprises' (MSMEs) Capacity for Inclusive Development by Cross-Border E-Commerce Adoption 

MSMEs are the foundation of almost APEC ecocomies. In APEC region, they make up over 97% of all enterprises and generate more than 70% of all jobs. However, the participation of MSMEs in global trade is not commensurate with the great share of this sector yet. Whereas, the latest RTAs in APEC is predicted to bring out many effect to the MSMEs. Therefore, the core goal of this project is to expand the internationalization opportunities for MSMEs through cross-border e-commerce and the influences of TPP on the APEC's development.

Promote SMEs’ Innovation in Viet Nam Agriculture Sector

SNE accounted for 97.5% of total enterprises in Viet Nam, but only 1% in the Agriculture, Forestry and Fishery sector. In the agriculture sector, SMEs’ innovation has an important role in various stages from inputs, production, post-harvest, processing and trading of agricultural products. In 2015, Viet Nam is one of the 14 outperforming economies among the middle-income group, one of the eight innovation achievers, and one of the 11 developing economies that are labelled “innovation outperformers”. Viet Nam also shared about their Government’s initiatives in promoting innovation and SME development, as well as about the five best practices SME innovation in the agriculture sector.

Public-Private Dialogue on Facilitating SMEs Goods and Services Providers and Exporters to Better Integrate into Regional and International Markets

The dialogue was held from 21st to 22nd April in Da Nang city, Viet Nam. The dialogue discussed impediments and challenges that SMEs goods and service providers and exporters faced during their internationalization process. Then it made recommendations on future focused activities on SMEs internationalization and capacity building for APEC economies.

Upgrading MSMEs' Access to Finance in a Digital Age 

There are several factors contributing to MSMEs' lack of access to finance. One is the inadequate legal and institutional infrastructure to support risk-based lending against a broader range of collateral and using non-traditional data. Another is the evolution of capital, liquidity, customer due diligence and similar rules that create disincentives for lenders to cater to MSMEs. Others include the lack of enabling environments for equity-based financing of small innovative enterprises and the lack of access of vulnerable micro- and small enterprises to risk management tools including insurance. There are great potentials for technological and financial innovations to upgrade MSMEs' access to funding, but inadequate understanding of their implications on the stability, integrity and fairness of financial systems constrain many policy makers from harnessing them.
